Thanks for that. We will investigate if there are any general issues. From a first glance it seems that your connection to the servers always has a very high ping which might cause matchmaking issues for you.
If you are using a VPN try turning it off and if you have very strict firewall settings that might also help. While we will look further into it on our side as well it's probably best to reach out to support.ubisoft.com to go through some tech steps to reduce latency.
