You may want to check that your TV is in "Game Mode", this will have a very noticeable effect on the perceived input lag, potentially around 70-100ms.

Check your TV manual for steps to do this, thanks.

You are currently on the 431.60 video drivers.

Can you try a clean install of the 431.86 driver set, that is the Studio Driver set and should be more stable.

At stock clock speeds your GPU should be able to run at 100% usage all day long.

Check the following info and adjust your clocks (Base/memory) accordingly.

Make sure your monitor(s) is/are only connected to your GPU and not your motherboard video.

Can I point out something so obvious that it is easy to overlook:

If you are seeing very poor performance on a mid-range rig, do check your display is connected to your GPU and not your motherboard video output!!

This can be something of a facepalm moment so no worries if you do not want to say that is what the issue was Standard smile

On taking a second look here, it may be worthwhile checking with your laptop manufacturer how to disable NVIDIA Optimus.

I do not want to give you specifics as you may need to change settings in your BIOS which your manufacturer can help you with.

p.s. It would be awesome if that resolves your issue and if you could post your results here too (positive or negative) please.
