During tomorrow's maintenance (May 7th) we will be deploying a fix for a bug allowing SHD Level points spent while in the Conflict PvP mode to be re-gained after leaving the mode and being able to spend them again.
Usage of this bug is not considered an exploit and no account action will be taken against affected players. Players who have unknowingly or knowingly used this bug will see the following behavior for their SHD Levels following tomorrow’s maintenance.
If you have spent more points in one of the four finite categories then you have gained, all affected categories will be reset and any additional SHD levels gained through this method will be removed. All legitimately gained SHD levels will immediately become available for players to spend on their watch.
If no extra levels gained from this bug is present on your account, no changes will happen and your SHD levels will remain the same.

From what i see it could be affecting console users primarily. My brother plays on PC and doesn't have this problem, while its a daily issue for me (ps4). Hard to farm missions with matchmaking when the loot keeps changing if i join another player's game, so I'm restricted to solo farming for now.
I've also DMed u/ChrisGansler about this with video proof (apologies Chris if you're not the right person) and it's been mentioned by other players on the ubi forums as well, so hopefully someone looks at it soon.
On the plus side, since loot changes when i join someone's game and persists when i go back to my own session, sometimes it becomes advantageous, like Alps changing to zone instead of mission. Silver linings i suppose.
We are investigating this. Targeted Loot should always be the same for all players.
