Just replying to the top comment because there seems to be a little uncertainty in the thread in general, this is not a typo. It is intentional that it required building all three to get gains from that part.
Offline does have seasonal roll over so you can do a fresh start in offline mode if you want too.

Character level has no effect on it, but area level does for drops. It's (area level + 20 - effective level for LP) that's passed into the LP calculation.

Yea, this is the big issue we are targeting with controller updates on the 17th. We are adding context and specialization smart targeting. The simplest version of this is just shooting fireball at something instead of just forward. But it goes so much deeper. Nodes that affect how you generally want to target abilities will change how the auto targeting works. So if your ballista is rigged to explode on death, it gets summoned near enemies. However, if it is specialized to get frenzy when you stand near it, it gets summoned beside you.
Since this is such a big change, thousands of combinations of targeting situations, we are going to be paying close attention to feedback for this feature.
You can also turn this off of you prefer the current version (I really doubt anyone will but we left it in as an option just in case).
