Hey all,
Could you provide us with your DXDIAG?
Press your Windows key or go into Start.
Type run and hit enter. A new window should appear.
In the new window, type dxdiag and hit OK.
You should now see a new window called DirectX Diagnostic Tool.
At the bottom of this window, press Save All Information.
Open up the new file you created and copy all the information to http://pastebin.com/ into the New Paste window.
Once all the information is there, press Create New Paste and provide us with that link.

This same issue is happening to me as well, only I am now WT3, almost WT4 and there is absolutely no way for me to unlock Specializations.

We are actively looking into the cause of this but we have no update to share as of now.
A workaround for now would be to play the game using DX11.

I'm assuming by " as XP gained will be increased for all of you due to your level. " you mean clan XP right?
Are you supposed to be able to earn clan XP once you've already hit max level? I'm asking because i haven't been able to contribute to my clans XP at all after i hit 30.
There is currently a bug where CXP gain stops counting properly, i made a post about it here: https://www.reddit.com/r/thedivision/comments/b3788u/clan_cxp_bugged/?st=jth70l7o&sh=114dff79
We are working on a fix for this issue that will come in a future update. i'd like to clarify a few things so you don't lose CXP progress:
If a player with stuck CXP stays in the clan, then any missing CXP/progression will be applied to their clan after the fix is deployed on their next login.
If a player with stuck CXP leaves and rejoins the clan, then they will be able to earn CXP/progression again immediately, but any missing CXP/progression will be permanently lost.

I'd be very interested in how the requirements feel when all 7 of you have hit the endgame, as XP gained will be increased for all of you due to your level.
