Yup, it should be fixed!
To add some clarity here, the balance framework takes into account winrate, pickrate, and banrate when flagging champions for nerfs.
In short, this means that just because a champion has >52.5% winrate, does not mean it is strictly overpowered by our standards.
That's not to say some current chamions are not 'OP' atm, but that I would be careful only using winrate as an indicator for what's imbalanced.
Our framework is also our system to point out distinct outliers. When we look at each patch, we also investigate champions that are close to our metrics, and evaluate if there's something that needs to be addressed.
As stated elsewhere in the thread, with our preseason changes, some of these champions may be beneficiaries of outlier items. If we think the class/item is an outlier, we may choose to hit the item instead of directly hitting the champion. The same works in reverse for potential buffs in preseason.

I also agree winrate is not very indicative of champion strength, as irelia feels insanely unfun and broken to play against if the user knows what they are doing and her winrate is trash. I get that you guys mean well and are working on creating a more balanced environment in the last couple of patches, but some champions seem to completely evade nerfs when they obviously deserve some.
Short answer: Camille's winrate and banrate do not meet the criteria for nerfs.
Long answer: Our data indicates Camille is strong. However, banrate (and to a lesser extent winrate), is a zero-sum game. Using a recent example, Darius and Graves/Yi ate up a huge portion of banrate/winrate in their role. This can cause champions right below them (say Camille/Kha) to not trigger the framework, even though they feel powerful and are very popular. It's by no means a flawless system, but it gives us a great place to start looking.
Everfrost's damage is a Patch Note typo. It should be correct in-game when the patch goes live!

Hiya, just wanted to pop in here for some more context/clarity.
The Xin changes are basically 2 lists.
-Reinvigorate Crit/AP Xin. These were builds that players enjoyed playing in the past that have fallen off pretty hard or were nerfed. We're bringing them back up as nice off-builds, but don't plan on them being a main, competitive build for Xin (like AP Shyvana or AP Twitch).
-Separate from AP/Crit Xin, we're also working on changes to buff AD Fighter Xin. We are still fine-tuning the numbers to make sure these changes feel like buffs to Xin, so don't take these as final just yet. The changelist aims to add more value/interest around creative uses of Xin's W (instead of just always waiting to Q3). We've also improved his target access as the game continues. Combined with the W CD buff and R duration (which both carry a ton of weight), we've found that Xin has a lot more ways to function in teamfights as opposed to just E-ing in and hoping.

So this is awkward (or maybe a good time). I think we actually submitted a fix for this bug for 11.8. It should be on PBE right now. Obviously there's a lot going on within Wolf's AI, so we could have fixed one aspect and this one may have slipped through.

As others have mentioned, Mages require wave manipulation, team coordination, conservative early play to succeed. Did they forget font of life exists? Is one nami e going to give him an almost permanent massive damage buff.
To explain, font of life procs effects like ardent and staff of flowing water, so the heal from it should count as a buff for lucian
Lucian's Vigilance Passive will work under the same conditions as Aery. So Font of Life doesn't work with him, but will with certain items like Redemption and Mikael's.
