But if that was the point of nerfing Shieldbow, then why was Quinn the only one who was specifically target nerfed BECAUSE of it. I think that's the problem Quinn players like myself are having. If Shieldbow was the problem, then why not just nerf the item instead of the champ itself? Instead, what happened was Quinn got her main ability and the one she maxes first completely kneecapped (-20% attack speed at max rank and one that you feel everytime you proc Harrier), then the problematic item nerfed afterwards. So she is double-nerfed and essentially in a worse spot than before Shiedbow ever became a problem. Why not just revert the 11.21 nerfs then now that problematic Shieldbow/Wit's End has been nerfed?
Personally, I think there's a fair argument to say Shieldbow could have been nerfed much sooner to avoid hitting champs and this sentiment of "riot special", even if it was correct per the data.
But more specifically, it was not just Quinn. Quinn's nerf was because her dominant build and role exceeded our winrate threshold with a large enough playrate (>54%). Basically, this is our metric saying, if this champ is in your game, its likely unfair.
We also nerfed many other shieldbow-dominant champs, Graves, Viego, Irelia, Aphelios Ashe, Varus are few that have had Shieldbow as their best item.

Okay, so then why doesn't Quinn get anything? She got hit just as hard as Samira/Yasuo/Yone did (3% WR drop, barely 49% WR in Diamond+ with a 1% playrate) with the Shieldbow nerfs, on top of being the only one of those three that was DIRECTLY nerfed (literally kneecapped her main ability by 20% AS) because of Shieldbow on patch 11.21.
And the frustrating thing is Riot refuses to communicate to anyone asking about Quinn's state. They refuse to share data, their reasoning as to why she apparently doesn't deserve to be given compensation buffs when she was the only one double-nerfed by these changes. Just like they refused to ever explain why Quinn was nerfed in the first place on 11.21. There's a reason why people meme that Quinn only got nerfed cause Riot Phlox got his ass handed to him by a Quinn as Volibear.
I'll chime in here, since there's a lot of assumptions being made.
Our data shows Quinn dropped 1% in Avg MMR and 0.5% in Skilled MMR. This puts her at ~49.5 and ~52 depending on your parameters.
Yes, Quinn is weaker if she builds Shieldbow. To be a bit blunt, that was the point of nerfing Shieldbow. Shieldbow champs were outperforming other champs.
Should Quinn be compensated because she lies between 50-52%? It's not a clear yes/no. However, she's in our mind a very viable-strong champion in the expected patch. On the other hand, champions that fall below 47/48% are usually notably weak. The champions that usually sit here without being buffed are notorious Pro Play champions (which is a while different discussion), like Azir, Aphelios, Ryze, and until recently Akali.
I agree, Quinn is a niche champion with a lower playrate than Yasuo and Yone. However, it's a very complex discussion to say that niche champions "deserve" to sit at higher winrates and I won't give a definitive ans...

Samira was definitely someone we talked about. She definitely fell as much as the windbros, but is still at a slightly better winrate overall. She is on our radar since she is definitely weaker.
Do you know if the shieldbow changes from PBE are going through or were they just something being tested and not confirmed yet?
I believe the PBE changes were just tooltip changes that didn't get submitted in time for the last patch. There arent any planned changes for 12.2.
Just since there's understandably going to be questions about Yasuo/Yone. We are touching them because 1) they fell quite a bit due to shieldbow nerfs. 2) their overall winrate is lower than other champions after the nerf. 3) we are also adjusing Lethal tempo for melees to be weaker, which is another nerf.
Some champions (like Samira and Quinn) took a hit as well, but either aren't as low overall winrate and/or aren't affected by Lethal Tempo as much.

I think a lot of the feedback here is valuable.
I do want to point out that the Q travel time change (while slightly better for being aggressive), makes peel/disruption much better for the Janna player, where the Live version is pretty inconsistent.
There's definitely some parts of power that are being drawn from, but overall there's still a lot of skill expression added with August's changes beyond just spamming your E.

We did a lot of work here trying to give Tanks and AP Bruisers options. Hopefully the problem now is more of "which of these many choices can I opt-into" rather than, "I guess I'll pick the 2 options that have any HP and kinda work on me"
Speaking of it i wonder how it work? Once you execute with R your CD reduced as the moment you cast it or after it reset?
Ults that have a duration (Pyke/Wukong/Riven) will still refund at the end of your cast. So if you kill 4 people with your R on Pyke and your ult duration ends.......you'll have your ult again!

Does this change also mean that Titanic Hydra does less damage TO towers as well? Because on live it's quite a boost to hurting towers when the passive isn't forcing aggro on you.
It should just be the cleave AoE that's removed. The bonus on-hit damage to the primary target should be applied.

Enemy means every unit, so it includes minions/monsters/champions.
Any insights on the utility of her R? Going in as a mage is fairly novel - neeko gets a substantial shield from R and Fiddle does so much damage he doesnt care about defenses. Does Vex fall somewhere in between?
Vex going in with R usually entails (a very predictable) AoE fear and a large shield. So it's much closer to the Neeko side. She usually has the damage to blow up one person if she chooses, but she definitely doesn't have the "one shot 5 people instantly" like Fiddle.

Hopefully you guys all enjoy how fed up she is with dashes when she hits PBE tomorrow. We spent a lot of time trying to find the sweetspot for her anti-dash gameplay. Compared to other standard mages, she should feel more empowered in-lane against dashy champs, but doesn't automatically smash the matchup. She's a bit disfavored in range v range, but still has the tools to compete and apply Gloom with E.

Hi, Azir not stacking Tear with W is an unintended bug we plan on fixing for 11.2.
As for the main point of the post, I do agree that Azir is in a tough spot and doesn't really enjoy buying any of the Mythic options, and he sorely misses the CDR on Nashor's. This is definitely something we're aware of and would like to resolve without returning him to a pro risk.
