Try changing your in-game graphics options to balance your CPU/GPU usage, some graphics settings will hit the GPU harder than the CPU. The good news is that the settings required to bump up your GPU usage will likely result in a higher quality image.
A few things to try:
- Temporarily disable your anitvirus/antimalware software
- Make sure your display is connected to your video card and not the video output of your motherboard
- Download and install all available Windows Updates
- Check that you have recent video drivers installed
