Hey all, so unfortunately the recent social engineering attack has left us unable to update the patch notes in the client. We're working on getting a fix for this, but I don't have a time I can promise. In the meanwhile, we are able to keep the webpage version updated here.
On a related note, since 13.1b was a micropatch, we weren't able to patch in all of the in-game tooltip updates. We'll have a fix for this in 13.3 which should come out late Feb 7th or early Feb 8th (PST).

Hey there, this one was called out under "Passive - Eternity" as a note since the buff only applied to the passive shared between all items. But looking at it again I can understand the confusion that I caused here and i'll make it more clear in future notes going forward

Hmm I’m not sure I have anything I can point you to but could be a future article idea. I will say we do have access to a ton of data we can work with the better understand role strength.
I don’t directly work with this data though, so don’t want to say anything that could be potentially misleading.
As a fellow ADC player though I will say it feels in a fine spot to me. We are literally infants for the early stages of the game (which we should be) because our strength is heavily reliant on items and scaling. I think you’d be hard pressed to find a champ that can do more damage than full build Vayne.
Read moreI agree that nothing feels better than being full build or even being close to it, I just find that the struggle is getting to that point, so much of the game seems to be decided by those first 15 - 20 minutes, I often feel like I lost if I leave lane having gone even.
That said I stick with the role for those moments where I'm full build and I think the 5 games where its over in 20 don't necessarily outweigh the 1 game I'm allowed to hit full build
That's a fair feeling, that lack of priority and agency we have early game is the price we pay for that late game solo carry high-dps threat fantasy. You could also try out more early game aggro ADC's like Draven or Samira if you're looking to snowball early!
I do feel like im not too far off of the point, allthough my previous point is a bit short and rough on it. I personally feel like beqause esports is so big and its more easy to balance around the top of the top rather then the people in bronze-gold. Since the sample size is just way smaller. Then again i have no clue about balance or game design for that matter, just a guess from a casual player
I'm prefacing this with the fact that I am NOT on the balance team, but I do work with them. There are definitely considerations made for pro play because its an important part of our ecosystem. That said, there are innate difficulties with balancing the same game for silver players and challenger players. If anything though, we have WAY more data on silver players because thats where the bulk of the playerbase is at. Its an INCREDIBLY hard balancing game, but the team does take into consideration a much larger picture across all skill levels. I got a giggle out of the fact that under the section they talk about using 'optimized data' for jungle clears... they use jungle Sivir

Spellblade: After using an ability, your next attack is enhanced with an additional 100% base AoE physical damage and creates a frost field for 2.5 seconds. Enemies that move across the field are slowed by 15% + 0.003% of your maximum health. Your primate target is slowed for double the amount and has their damage against you reduced by 10% for 2.5 seconds (1.5 second cooldown).
Finally, Iceborn Gauntlet is the wukong counter we've been needing.
This is clearly a typo but at this point im going to pitch this to the dev team
autofill changes are interesting but not exactly clear
it seems like If I queue a jungle game on purpose then i can queue my next game mid/top and not get autofilled.
I spent some time trying to understand it as well. Basically, if you queue for a high priority role then you will be protected from autofill for that game and that game only. "Rollover" autofill protection has been removed with the exception of getting autofilled, which will protect you for your next 2 games.

Hmmm, I'm not seeing that implication at all.
- Morde's issue was "prioritizing dragons or playing around a slow juggernaut", not which supports he can work with.
- Yasuo's issue was that "his primary, and most popular, role has always been mid which has meant his balance adjustments always prioritize his health in that role". Also not related to which support champs he works with.
Nilah has this additional piece of prospective feedback (she might only work with some types of supports) that they're addressing. That's not meant to double as feedback on Morde or Yasuo.
Jumping in here to respond, the "can only lane with specific supports" concern came from Samira in that she requires supports with hard cc to be able to fully capitalize on her passive. Her win rate difference between engage and enchanters supports is sizeable, so we wanted to make sure Nilah wouldn't make players feel like they have to pick specific supports to succeed. Unfortunately I could only fit in paragraphs on Yasuo and Morde (as the 2 more interesting parallels) and not Samira due to word count constraints. Hope this helps :)
