This is most likely a side effect of a temporary fix for the Premium Credits - Textile Credits issue we're trying to get fixed. The video you posted perfectly displays this issue. It is possible that it is actually intended that the perk only works with scopes that are explicitly labeled as 8x, but I have raised that question to the Team. If I get an update I will let you know their answer!
