Gotcha, this may sound odd, but can you try connecting from a hot spot by chance and let me know if you can connect to Anthem that way? It sounds like something is blocking you from accepting the EULA/ToS on your normal connection and this has resolved that in the past.
Once you connect via a hot spot you should be able to get back in via your usual connection method. -EA Cade

It sounds like you're experiencing an issue with Origin popping up but not taking focus away from Anthem, which is why your mouse is stuttering around.

@DeadxSlayer04 Thank you for the update. We have seen some similar reports in the past, though that said many HDDs work without issue (my PS4 Anthem is on an external drive. 

Do you happen to have the make/model of the drive in question?

Do you have any other EA games, if so, can you try going online with one as a test?
