It's not possible to face 12.0 vehicles if you play 10.3 and did not mess anything with your line-up (and it's same for your squad if you play in squad).
You can read on how MM work here: https://wiki.warthunder.com/mechanics/matchmaking

    Ground Vehicles
    • A bug that caused ground vehicles to sometimes ‘bump’ upwards when driving over small destructible objects has been fixed.
    Naval Vessels
    • A bug in Naval Arcade Battles that caused the guns to compensate for range incorrectly if no target was selected has been fixed. This bug, among other things, made firing behind obstacles harder. (Report[community.gaijin.net]).
    Graphics
    • A bug that caused vehicles to not get wet during rain has been fixed.
    • A bug that caused the decals in replays to dissappear or change when changing graphics settings has been fixed.
    • A bug that caused the image in the right eye to be black in VR when DLSS was enabled, has been fixed.
    Sound
    • The sound of the GSh-6-30 aircraft cannon has been adjusted to emphasize the fact that it’s a rotary cannon.

Patch notes reflect only key changes, meaning they may not include a complete list of all improvements made. Additionally, War Thunder is constantly being updated and some changes may not require an update. ... Read more
    Aircraft
    • Su-39 — a bug where the Kopyo-25 radar did not have a description in the X-ray view has been fixed.
    Interface
    • You can now click on a nested task to go directly to it. For example, you can now click on a specific "mark of distinction" in the description of an achievement with an event vehicle to go to a specific task in the general list of tasks.
    • Long names of nested tasks are now displayed as a single scrolling line.
    • Hanger Chat Menu:
      • message sending delay has been made separate for each chat.
      • the send button is now disabled until a message can be sent again and now shows a timer displaying the time until this is possible.
      • when sending a message classified as spam, it is no longer removed from the input field, a notification now appears on the send button as to why the message was not sent initially and a timer showing when the message can be sent.
    • Increased the limit on the number of players in friends and blacklist to 300.
    • A bug where the chat field in the lobby of Cu...

They have their shortcomings- DM63 at 9.3 isn't one of them.
Edit: Strv 104 vs T-55 -- The DM23 is -substantially- better on high angle than the T-55AMD's 3BM25. I don't think you're comparing it to the Finnish one with M1000A1.

    8, 8.7, 9.3, 10.3/10.7, and 12.0 all have pretty good lineups.
As far as "Made of paper", the swedish tree doesn't really do heavy tanks. There isn't much there that is really supposed to just sit in the open and soak up one hit after another.
The Strv 103's are fantastically trollish. Most of their light tanks are wonderful. Their best tank destroyer? The ItPs 473.
At 12.0, the Strv 122's and Ps274 are pretty good, too. Read more
In the context of SIM EC, I thought the A10C was absolutely fantastic. I've seen them work well in RB air and ground. The AIM-9M's are pretty nice.
Back when there was only the A7D, it was pretty decent- but if you're into Ground RB, the A7E gets up to 6 walleyes, and might be worth looking into if you really like the US 10.3/10.7 ground bracket.
The Harrier- well.. -personally- I think there are better alternatives, both for air and ground battles. FWIW- until the F-18's, the Harrier was the last plane I have to research in the US air tree, because I didn't really feel that it had more to offer than the others. Read more

After BR 1.3, the first time France has more than 3 vehicles on any given BR (without premiums) is 7.7, 8.3, 8.7, 9.3, and 12.0. (And, they only have a single tank between 9.7 and 12.0.).
As others have said, your primary lineups are going to be 7.7, the 8.3-9.3 bracket (maybe up to 9.7, if you really like the Vextra + AMX-40), and 12.0.
Personally, I like the 8.7 and 9.7 lineups. Read more

I actually did enjoy the 30B2 and Brenus. Sure- no stabilizer is a bit of an issue for on-the-move engagements, but at least unlike the 30B, you get darts and LRF.
My favorite part of the tree was probably the 9.3/9.7's, the AMX-32/120 and AMX-40.

Today we’ll be taking a look at the main reward in the Eye in the Sky vehicle event that started today: the Israeli Meteor FR Mk.9!
Meteor FR Mk.9: An Event Vehicle Jet Fighter for Israel at Rank V At a glance:
    • Four 20 mm cannons.
    • Large ammunition capacity.
    • Good rate of climb.
    • Ability to fire rockets.
    Vehicle History
The Meteor FR.9 modification was developed on the basis of the Meteor F.8 as a fighter-reconnaissance aircraft, where the nose could accommodate camera equipment. In the mid-50s, this aircraft modification began to be withdrawn from Royal Air Force service, causing Great Britain to sell some of the old aircraft to the Israeli Air Force. Almost all of the aircraft Israel received were converted into fighters, and their camera equipment was dismantled. In 1955, the Meteor FR Mk.9 became the first jet aircraft in the Israeli Air Force to achieve an aerial victory when it shot down two Egyptian Vampire fighters.
In the 1960s, the Meteor FR Mk.9 began to be used in secondary roles... Read more
