Reconfiguring an Exotic will cost 1 Exotic Component, in addition to the generic crafting materials required for that particular Exotic. Deconstructing an Exotic will now yield 1 Exotic Component, down from 2 prior to TU9. We wrote an article for more info

There are workarounds to this that players have been reporting which you can find in the support forums.

Have you tried to delete the cache files or history from your browser?
It might be backed up.
