Was it in Washington or New York?
Which district were these events part of ?

Having a lot of issues with open world encounters lately, where they cannot be completed. Had a few instances of no access key dropping for propaganda broadcast. Its become almost common for reinforcements to not show up and cant be found anywhere. Just has an instance of both a territory control and supply convoy encounter at the same time, but never got the message to secure the crates, so that couldnt be completed. Lately it seems about 15-20% of the encounters I start cant be finished for one reason or another.
