Tonight's maintenance should address the PsyNet stability issues behind the service disruptions Fri-Mon.
Some people are saying Rocket League requires the 4.8 version of the .NET Framework. Does it? Or is 4.6.2 enough? The link you provided states, "Version 4.6.2 or newer is required to run Rocket League."
4.6.2, and 4.8 works depending on what version of .NET you're upgrading from. I would try the former first.
This is something Steam typically does automatically when needed, not sure why it wasn't the case with yesterday's update.
Hi OP, appreciate the post and I definitely understand the frustration. Regarding the game not starting, the .NET framework issue is the only issue we're tracking right now. I know you updated that already, but if you still can't get the game to start, it may be 1) worth trying a .NET update again, 2) verifying game files in Steam, or 3) a reinstall. Option 3 should trigger an auto-install of the latest framework as well.

This clip is super old. The server being played on (USE762183) hasn't been active since Jan 9.

One copy of the game is now removed from my account and I received a partial refund in the form of a Steam wallet credit. All without getting my approval first, which they would not have received.
Hey liar, a partial refund doesn't count. Especially when you push it through without permission.
Your refund: It appears that you bought a four-pack of codes. One of those codes is attached to the account that you requested a refund on, and you were issued a refund for the code tied to your account. I can't speak for Valve, but I imagine they have reservations about giving refunds for the other three codes if they are tied to accounts not asking for a refund.
Steam Wallet: Again, cannot speak for Valve, but depending on when you made the purchase, it might not be possible to refund to the original payment account.

This is mad. They also haven't responded to my Ticket about micro transactions for 9 days! they say it takes 48 hours!
Whilst I have NO respect for u/Psyonix_Devin anymore, I don't think he is telling lies, I think he's been misinformed by the company and is unknowingly spreading false information. I'm inclined to feel bad for him, but the lack of response from him to the amount of people SCREAMING for refunds is abysmal, so my inclination of empathy goes out to the ones who have been wronged by this company, more than a representative who by now, knows he's working for a well oiled immoral machine.

As I mentioned in our follow-up post, we are doing refunds for the base game. I don't have additional information beyond that.

Appreciate why it seems odd, but deploying the update tomorrow is handled by folks here who aren't working on the PsyNet issues. Downloading the update won't have an effect on PsyNet either, since you download directly from Steam/MSFT/Sony/Nintendo.
I know it's super frustrating (I had to cancel a charity tournament on Saturday as part of a 12 hour livestream for a mental health charity) but obviously you guys are doing your best to get it all fixed and get us back to playing the game we love. Thanks for communicating about it and letting people know what's going on 😊
