How do one get an Enforcer ?

It is said that players are getting Enforcer when creating new characters if they bought a specific version of the game, or something, can someone clear this out ? Reddit posts and Youtube videos are not super accurate about it . . . I think I should be eligible for it, but I never got one ôo
