The Galactic Legends Unique makes them immune to stun effects, of which there are currently 2 in the game: Stun and Fear.
This is actually a visual bug and was flagged already as such.

Today’s Server Update contains a potential fix for the issue that could cause players to receive duplicate inbox messages. We will be rolling out the server update over the next several hours. Once complete, we will notify you in this thread.CHANGES
- [GENERAL] - Fixed an issue that could sometimes send Special Mission rewards for Territory Battles multiple times
Both Vets do have the Resistance tag now, after the full rollout of the update.
I'm still seeing this issue after installing the new update last night.
