No video, but info. Removing any decorations did not fix, I had decorations on it before the patch. Moving the wheel to a new location did not fix. Storing then placing again did not fix. Relogging did not fix. Each time you move it the wheel spins for a half second then stops again. There is no more invisible barrier stopping you from standing directly on the wheel, you can now stand between the tires. The water still falls off the individual tires like it is spinning, even ones on top. The klaxon light now emits properly onto the metal sidebars, unlike before where the spinning light emissions were not present. Last one could be due to changes made with the light though.

It's not listed under mods, it should be listed under skins. Do you have a screenshot of this?

Cosmetic backpacks now works as a skin rather than a separately crafted backpack item. You should be able to apply the Free States skin to your backpack at the armor workbench.

Hi, do you have any mods installed or custom INI settings? If so can you try removing them and see if that helps to fix the issue?

Yep! Other than Power Armor and Weapons, anything you can wear can be given to your Allies, too.
