Hey StronGz! Thanks for taking out the time and being thorough with what steps you have taken to resolve the issue. I have a few troubleshooting steps to try down below.
1. Disabling full screen optimization on RainbowSix.exe:
You can do this by finding RainbowSix.exe in the games main directory or even on the shortcut if you have it on your desktop. Right click .exe and click properties & select compatibility tab. Check the box that says ''disable full screen optimizations''
2. Try optimizing the game via GeForce Experience. In Nvidia's GPU's control panel window there is an option to choose for which app - which graphics processor to use.
3. Running Steam, the game and Uplay client with administrator rights.[support.ubi.com]
4. Temporarily disable other programs that are running in the background except programs associated with the game.

Hey hamidrezab185! I have a few suggestion to try to help with your FPS down below:
1. Set PC's power management setting to ''Maximum Performance'' since you're on a laptop.
2. Plug in the charging cable & use the Ethernet to connect online.
3. Disabling full screen optimization on RainbowSix.exe:

Hey Angry Noob. Since the 11th of Feb 2019, the base Operators are no longer included in any edition of the game. Legacy Operators will now cost 500, 1000, 1500, and 2000 Renown based on how many Operators from a specific CTU you have unlocked. We can confirm that Rainbow Six Siege does not support CPUs with less than 4 logical cores, which means Dual-core CPUs without Hyper Threading enabled are not supported. Here are the system requirements: https://support.ubi.com/en-GB/Faqs/000024358/PC-Requirements-for-Rainbow-Six-Siege
