After checking out your system files shared, I would suggest ensuring that your primary GPU is being used when launching the game since it might be using the Vega 8 instead of your main graphic card. Apologies for the ongoing issues @jorel254. If you have tried all steps shared in my previous post, I would advise disabling any VPN software and whitelist Rainbow Six Siege for any antivirus software you have on your PC. If you have also tried this and the same error continues to show up for you, please submit a support ticket with your system files attached so we can take a closer look into this with you.
