As we have a couple of ongoing investigations into decryption keys, I'd just like to clarify the exact issue you're having here. Is the issue you're experiencing that you haven't been awarded a key after completing the Manhunt in a group? Or are you encountering a different issue with this decryption key?
Knowing more about the specific issue you're encountering with this key will help us to look into this further.
If you're having trouble receiving the key whilst part of a group, are you able to try redoing the mission solo? Players have reported that playing the mission solo allowed them to successfully collect the key.

You should be given a warning in-game if any settings you decide to change will affect your in-game progress (such as by changing the global difficulty).
Would you be able to provide me with some more details about the issue you've encountered with the decryption key? I'm aware that we have a couple of ongoing investigations into issues with decryption keys. If you can be more specific about the trouble you've faced with this key, it'll help us to investigate this further. Are you unable to deliver the key to Kelso, or is it that you were the only member of your group to receive the key?
