You can through purchase the game through Uplay.

As you say it does seem to have been over 40 days. Something that can also stop you changing the name is if it's considered offensive or in-use on another account.

Im still missing operators specifically dlc ones even though i had them before the update i tried restarting my game but that hasn't worked haven't restarted my uplay though so ill try that.

You mention a few different mice, do they all have their own software or just Plug-n-Play?
I'd certainly also advise trying in a Clean Boot, just to make sure nothing else is interfering with the game at all. You can do that through the steps in the Support Article here

Do you use any overlays at the same time as the game? For instance Discord, or MSI? This is something that can effect the game controls, so it's worth trying with these disabled.
It would also be worth checking the game settings file in the My Documents, and trying to move that to the Desktop. This will reset the settings, and it would be worth seeing if that helps.

Ok, so the issue with the stats not updating is a different issue.
We are currently looking into that and it wouldn't be due to this issue specially.
What you could try is clearing the Uplay cache via the steps here.
