Unfortunately it's the way this bundle works and we can't give out keys for the upgrade pack as each key actually costs us money ><. The product team is aware of this issue and will see if something can be done in the future (as this is also related to Steam settings) but for now there's nothing for us to do.
@Wolfspyder Can you restart Steam and add the bundle to your cart again to see if something has changed? The product team made a minor change to see if this solves the problem but unfortunately Steam doesn't allow major changes during sales so if it ain't solved we may not be able to fix it at the moment ><.

What I think has happened is that the gamepass app/most recent Windows update changed permissions and since you've got it installed in the Windowsapps folder it most likely won't work. - Uninstall the game
- Open the game pass app
- Click your name at the top left > Settings > General
- Change the default folder to something else (standard one is C:\XboxGames)
- Reinstall the game to that folder
- Launch it without Administrator options
Also, for anyone with this same issue, if you check the installation directory for Stellaris there's a Stellaris application file, if you run that it should skip the launcher, does that start the game?

Can you work your way through that and see if anything makes a difference?
Can you guys check if there are any logs generated in your \Documents\Paradox Interactive\Stellaris GamePass folder? In particular the crashes folder. We've had a hard time replicating this so we're at a bit of a loss here.
@Alfray Stryke is this something you know more about? I found some references about this being a Utopia issues from years ago and that it was fixed in 1.5.1, could this have returned in a later update?

I'd also like to point out that we are not the first company to apply this policy to their forum. Blizzard, Wargaming, Trove etc all have toxicity rules in place to minimize the levels on their forums.

No. If you make a post that is classed as toxicity the infractions are permanent. Explaining your actions in a way that makes more sense and is acceptable after someone slaps you for it means that you could have phrased your post differently to begin with. In other words, you should have done that from the start. - Will you update the forum agreement?
Yes, though it will take a little time. I'm also considering expanding them to make them clearer (though compared to for example Steams ToS they are much clearer
