The game servers are back up. Sorry for the delay! There is a visual bug with the display of challenges in-game and we will be deploying a client hotfix within the next hour that will resolve this.
We've taken the realm down while we try to fix a problem related to challenge progress that came with the latest patch (3.19.0f). Apologies for the inconvenience.
My ultrawide (AW3423dw) is 21:9 but still has black bars on the side. The game doesn't even lock my mouse to the rendered part of the screen, I can move my mouse to the black areas (and clicking etc doesn't work). I think something is wrong here.

Previously it was possible to manually set the aspect ratio of the Path of Exile client to be very short and wide, allowing you to see an unintended amount of the level at once. A limit needed to be set. Because of server serialisation distances, this maximum aspect ratio is currently set to 21:9. This is the widest that we can currently go before we start hitting the cutoff where entities and effects vanish. We are looking at being able to increase this in the future.
This note was accidentally missed from the patch notes. We're very sorry for that oversight.
