Man this expansion has the most unique effects I have seen from a long time. Almost every single legendary felt like a custom card.
it makes me smile every time i see a "feels like a custom card" comment on a card i worked on :)

I think this is actually supposed to be a Mech and Beast dual tribe. You can see in the expansion announcement video that the minion has those two types as it is being played, just not when the card first appears on screen.
it is not meant to be dual-minion-type, it is intended to have no minion type
if you want the honest answer, it was a Mech/Beast for a while because the original idea of the card is a riff on one of those cymbal-clapping monkeys. it made sense at the time to make it Mech/Beast. but once we went through the art process, this became a Hozen (not Beasts), and the final art came back looking very not-mech-y. so, no minion type!

The entire intent of "from the past" is to give access to cards not normally available in the format, so no, the current behavior is not intended.

Elemental Inspiration also explicitly mentions 'random bonus effect'. Combining the fact this new card doesn't mention the word random with the fact these 8 Bandits have their own unique name and art makes me 95% sure there won't be duplicates per casting of the spell, but we'll see when we see it played :)
No duplicates. Youll always get 1 minion of each bonus effect, hence why it doesnt say "RANDOM bonus effects".
Edit: and yes the order is random.
