The last most official response I recall reading (it was from someone employed by either Activision or Treyarch I can’t recall) specifically said “there’s no specific rules against it”
Therefore I’d say it’s not ban worthy as how can they ban someone for doing something there’s no rule against.

These two players "Heisenberg" and "WufeiZhang" have been teaming up in Solo for the past several days. What makes it worse is that both are using wall hacks, while Heisenberg is also using an aimbot. These two have completely ruined the experience for the PC community over this past week, so I decided to put this up here. Please up vote and help get these cheaters banned.

Oh for sure. It doesn't even make me mad, hence the laughing part. I play to relax and have fun. Hackers don't ruin the fun for me to be honest.
I don't even tag their "rep" here because nothing gets done even when he says he forwards it to their "team".
It's just funny now how even more open about it they seem to be. In the past it seems like they made it less obvious. But not anymore.
As I shared elsewhere in this thread, we actively enforce on players who violate Call of Duty: Black Ops 4 Security & Enforcement Policy. You don't have to believe me, but luckily some in our community do and assist with tags if I don't find the threads myself.

It's a fair criticism that actions can be faster, but to falsely claim that "nothing will be done" is not only flat out wrong but intellectually dishonest too.

Treyarch has nothing to do with reports. They make the games. Reports go to Battle Net, PSN, or Xbox Live
Unsure where you heard this from, but we do process reports from the community and have an internal policy enforcement team that handle in-game reporting too.
It's only witchhunting if there is no tangible proof.
