We have seen and passed on many of these threads on difficulty. This one has been 90% flaming back and forth, so it's getting closed.
We need to focus these discussions on what changes you'd like to see made to the game. Which type of content is too hard? What level were you when you tried it? What build were you running?
All that info is important to contextualizing your feedback.

Correct, that change only affects lower level players in co-op:

Rather than arguing about whether the game is too hard or not (everyone's going to have a different response), can we focus on what situations, which enemies, or what in-game tasks are too difficult and why? I think if we get into specifics we can have a more interesting conversation and better feedback for me to send the devs' way.

[Gameplay] Co-op scaling for grey items is lower than intended, causing low survivability for low-level characters playing with high-level characters.

We're aware of the concerns the community's expressing with this type of build. There are also people who have reacted quite strongly to the calls for a nerf. We're sending everything we see to the team.

Skills and talents in organized PVP, for example, will have normalized versions that have different statistics than their PVE counterparts. In The Division 2, we want to keep PVP competitive and healthy without negatively impacting players who enjoy PVE.

Some news on the skills situation:
Agents, good news! We have identified several issues that were causing skills to immediately destroy themselves and go on a 15 second cooldown. Our development team has been hard at work during the weekend and throughout today to find a fix for those problems.
We will be able to solve most of these occurrences with the brief maintenance today, March 18th at 10:15 PM CET / 5:15 PM EST / 6:15 AM KST / 8:15 ACT. The servers will be down for approximately 15 minutes and you should encounter these issues way less often from this point on.
The team is continuing their work to resolve all the remaining issues on this topic with a future patch later this week. Until then you can try to avoid the talents EXTRA and OVERLAP which seem to be the culprit and can cause skills to act up even after maintenance, albeit still much less often.
We want to thank everybody for your continued reports, your feedback and most importantly your patience....

That is random though. It may not appear random, but randomness isn't about results - it's about process. There may be someone out there wondering whether an LMG is ever going to drop for them.

Top priority isn't just an outward-facing thing we say to you guys; it means the same thing to the dev team as well. I'll quote Chris just for visibility's sake:
Regarding the skills bug: This is our highest priority right now and we understand how incredibly frustrating it can be. I died to it yesterday as well, I feel your pain. As pointed out already here in the thread, fixing this issue is something we want to do right to not include more bugs with it. That means it's taking a bit longer than we want but the dev team is hard at work to fix this. We're also planning to add other fixes to that patch, which hopefully will have a positive impact for everybody.

It could be as simple as your roommates catching up on whatever they're watching during that time, as a hypothetical. If the issue persists, I'd reach out to https://support.ubi.com . There have indeed been a lot of threads about difficulty, and we're sending all of the feedback on to the team (pro-changes and pro-status quo). I'm seeing ample amounts of both.
A couple of points worth making:
1. Don't flame each other. It's not worth it, and it won't change anyone's mind.
2. Be as specific as possible. What situations feel unfair? What feels challenging but balanced and fun?
