I think it's also important to focus on how the new Discovery/Matchmaking mode might be best used. Offering up alternatives, changes, new features, etc can be helpful at times, but let's not neglect discussion about the system that has been shown so far.
Is the issue you're running into accuracy and target tracking specifically? Or are there other factors as well?

Content is unlocked on the Public Testing Server so that it can be tested, tweaked, and honed before live release.
There is a limited amount of time that the PTS will be open, and even more limited still that the Episode content will be open for testing.
The Gunner Specialization went through the exact same process.

Thank you for the feedback! How does not being able to farm for a handful of specific items impact your choice of activities in The Division 2? Does it feel like you're gated from certain content or encouraged to play other content? Or something more nuanced?

OK, This post is all about venting! I just awhile ago answered a backup call, which I do ALOT - So i get there and I am in the midst of taking down a level 4 control point with about three others. I am more than contributing my share and actually single handed took out two of the heavy armed enemy's solo while the others were involved in their battles... So finally we win and the supply room opens so we can all get our loot and the session owner kicked me from the group before i even made it close to the room.
Know I play this game primarily for fun and these kind of games within the game just PIS@ me off. OK, I Ranted and know i feel better.
Keep in mind the different Apparel Events also add in new cosmetic/vanity items into the pool. There are definitely opportunities for more to be added as we move forward.

Hey PapaZulu, does this continue to occur after switching out your weapons to two entirely different things, then back? Is there a particular Error message that you get when this happens?
Interesting mix of feedback here. How do you feel the living world should interact with more static missions, if at all? Should missions as well always been the same thing or do you feel that variety, big and small adds to the experience?

Some other players pointed it out, thankfully, but just to clarify a point the OP glossed over - the Matchmaking Raid is a lower difficulty and does not include the Exotic or Gear Set drops. It is not the same difficulty Raid but with Matchmaking and the loot ripped out.
As others have also pointed out, the Matchmaking Raid can provide a good field test for you and your team get accustomed, get acquainted, and get acclimated to each other and the content. From there it's the simple step up of moving on to the Normal Raid. Any group that falls apart in the Matchmaking Raid will likely not fare much better with the same group in the higher difficulty one.

The Raid's Discovery mode allows you to find players, get familiar with the content (and your team)) and basically do a lower stakes test run of the Raid. If you and your team vibe well and breeze through it on golden wings, well it seems that you've found yourself a solid team to take on the Raid proper.
But yes, the PTS is a test server and is subject to change as we move forward and take in player feedback. So please continue to share that feedback with us here and on the PTS forums.
