Hey qecqecqecKing! I completely understand your concern regarding combating report abuse with the upcoming Reputation System. This is a risk the team is aware of and is working to tweak the system accordingly. I can't share any details at the moment, but we will be sure to have a full explanation of the system when it is released!
If you guys have any ideas for the system, I would be interested to see what you got.
