Why doesnt the base operators come with the deluxe editoin of the game?

So... My SO just bought the deluxe edition of r6.

But they didn't get the base operators. Was it always like this?

That they dont get the base operators?

Love the game btw.
But why are the base operators not encluded, on the deluxe edition?!?!?!

None of the current editions come with the base 20 operators anymore.
