I hope if you are a rank higher you still get the lower tier foils.

You will get the Wizard's Lightning card style at Gold or better, and the Vraska's Contempt card style at Platinum or better. You don't lose rewards for ranking up. :)

I assume this is for constructed, and no extra rewards for limited?

For either constructed or limited. You'll get a card style only once if you would get it through both.
