I can confirm that whitelisting the above domain will resolve issues related to stats / achievements / ranks persisting on 343 servers.
Well yes, blocking our data servers will, in fact, block our data from being stored/registered. Who knew. 😉

I've asked about this a time or two and IIRC, it has to do with the game taking a bit longer to save to the servers and when you play another game, you are effectively stopping that and overwriting it.
Next time you see it, give your game a few minutes to finish syncing.

Hi, thanks for reaching out. It’s working now, earlier today it got stuck loading when creating a match or searching for a game. It wouldn’t initialize lobbies it would just say connecting to Xbox live and it never loaded. My friend and I both had this issue on different IP’s as well as a few other people but it appears to be working now. Thanks again!

Last I checked, Steam and Microsoft Store were both on PC. But saying "PC" doesn't help me know which platform he's playing on. :)
Edit - That said, I did miss seeing "game pass" in there. I'm used to seeing it capitalized and we're all super heads down on stuff so I'd rather ask for clarification than give incorrect info at the start. :)
