I'd like to employ a law that allows a certain person (perhaps a highway-builder titled person) to be able to perform actions on dirt/clay/grass, even on plots of owned land, so that he can build highways.

I've messed about with the law window, but haven't hit anything...concrete. ;)

Any ideas?
