Sounds like you don't see the launcher at all. Try reinstalling it following these steps:

Ohh, sorry to brother you again, but i have problem with Paradox account, on page, i need to verify E-mail (i was playing Cities normal and i don't need to verify before but ok...) and.. i havent e-mail. Try and check your spam folder (or any other folders your inbox might have - I have had Paradox mails end up in Promotions in gmail). If there's nothing there, it might simply be a case of waiting. If the servers are little overloaded, it can take a while for emails to be sent out. And with the game having just launched on Epic we're seeing more requests for support than usual.

Hmm, thanks for help but... I added folder Cities to safe (In Kaspersky) but... Paradox Launcher? Hmm is it any possible i havent this launcher? Or maybe it's in Cities Skylines and If i reinstaled Cities, I installed Paradox Launcher automatically?

Try and add these to the exceptions as well.dowser.exe (in the Steam CSL folder)

It should install once you press Play in Steam, but on occation there's a problem with the installation process. We've also seen some antivirus apps mark them as false positives.

Unfortunately I'm not able to help with the launcher beyond the steps to reinstall it. So if that doesn't work, then you will need to contact Paradox Support. Hopefully the confirmation email appears today.

Most likely a file for the launcher has been corrupted, either just randomly (it happens, Windows usually just fixes normal files) or while trying to update the launcher. Not sure what's causing the reinstall to not work. :/

If you remove the launcher following the steps in this thread, then it tries to install automatically when you press Play in Steam. Might be worth trying again, I saw someone yesterday where it worked the 2nd time.
