You are missing a required item, namely Fine Road Anarchy 2. :)A good trick when you run into problems like this, is to check the description of the item you are having problems with. It's super easy to forget how things work, even when you play regularly, but most mods and assets have nice descriptions on the workshop, that explain all of that. :)
