It's not uncommon. They are on a timer (barring some other factors). You can have 4 up at the same time for legend, with 2 being the same. Sometimes a bug occurs where you get more, but it's not the norm.

So, it IS a bug? Huh. Two Gasrats walking almost inside eachother ... who would have thought?

While at it, please do limit the amount of specials in the final event of Trail. Having like 4 Storms active due to them hiding in blizzard(etc) while runners run around is obnoxious. Or make it more obvious how it works(torch respawn = specials).
