In cases where there are lots of zombies in one place, they will absolutely start phasing through the walls in twos or threes. I ran into this on Cape Storm at 200% difficulty, and until I went back and got Shock Towers, I'd always run into situations where my soldiers were unable to properly withdraw from one layer of walls to the next because there were zombies in the way.
Each time, I had zombies inside my walls before any of my inner layer had been destroyed. There was NO path to my soldier area (I checked on flat terrain mode to make sure that my walls were contiguous when I made them), and there were no infectible buildings outside the walls that might've caused newly-spawned zombies to get shunted through the walls.

My bug report got rejected by Gomez because they "could not replicate" it, despite the fact that it persisted through a full uninstall/reinstall. But this was a totally vanilla game, with screenshot proof that zombies can reach fully-enclosed spaces.

That is not really a bug, that is a event that from time to time happens because of the physic system of the game. Eventually (rare times) there are so much zombies pushing the wall that happens the called "River Effect". Because of this effect the zombies put some on the others and finally get going through the wall. It's like in the film Wold War Z. But usually just 1, 2 or 3 are able to go through.
