Sometimes this can happen if you don't have surrounding Control Points which are friendly as they have nowhere to spawn from.
This is intended behaviour.

I have had this happen several times. I have cleared all activities around this CP, fast traveled to the White House, ran back, saved Allies from random fights in two locations and still "No allies available". DAFUQ massive???

That's not good at all, were the allies not involved in a conflict from the inital place they were coming from do you think?
