If I read correctly it should start by now? Or am I too early?
It should have been available now, but we're working to fix the 17003 error experienced by users. I'll update this thread as soon as i have news.
Edit: Should be fixed now. Let us know if any issues persists.

how do you access it?
If you own The Division 2 on PC, you will find The Division 2 PTS in your Uplay Library.
We're starting to see the 17003, 17006, and 17017 errors clear up. If you're still encountering issues with the pre-load, please End Task/restart Uplay and try again.
