A lot of people who play quite a bit probably have 4 max level (normal and DZ) characters that they use to have 4 unique builds, not just "mules" and IMHO these are the same types of players who would actually play a new game mode.
It is certainly a possibility to add a 5th HC slot. We have brought this feedback to the team for discussion.
