Might be a dumb question, but where do I get the flair gun to call in civilians to help with an area? I haven’t collected it and I never have seen an option for it. But when I play with my buddy(same level 9 as me) he has it

It appears just by your health bar iirc, and there will be a prompt to hold F (or whatever your interaction button is) to trigger it. Once you succeed there will be an animation of you firing the gun and a message saying you've called for reinforcements :)
