So this is really confusing. I hope Ubisoft can weigh in here as to why some on Xbox see the mission and others don't
Keep upgrading the Theater Settlement. It will eventually (or may already) appear under Settlement Progress. Things may progress differently than they did in beta, which could be causing the confusion.
