When do you get the level 30 boost if you pre-order the expansion?

I preordered the warlords of New York edition but I don’t see a way to make my character level 30. Do I need to wait until the expansion releases?

Sorry, that wasn't well explained yesterday. The Level 30 Character Boost is going live today, with Episode 3.

so how do you activate it in game?

You have to log in with the character you want to boost and then navigate to the store. Under "Addons" you find the boost and can apply it. If you have a brand new agent you might need to fulfill some other steps but that should be outlined in the boost UI.
