I thought I remembered a problem like this years ago but I can't find it now. Is this only when you make a new race by editing? If you pick an alternative race at game start does that work okay for you? When editing a race are you clicking on Based on Government or Custom for the voice? Does clicking on the voice options on the right change voices okay?
