The main issue acknowledged in the poll is that the Completionist lures non-completionist players to it. Wouldn't the simplest solution be for PVM to have its own equivalent cape? Imagine that there are 2 BIS capes in-game, both having identic stats but different models and they're both earned through different requirments. You essentially have 2 different paths available for you to get your BIS cape with, those paths being a PVM path or a Completionist path. PVM'ers now don't have to get into completionism for their BIS cape, and Completionists still also have their BIS cape.
