Well, I am on Windows OS 10 1803 and I troubleshooted network, reinstalled the game and reinstalled the steam and the game.
By troubleshooting network, what do you mean?
Listing anything and everything is helpful.
Troubleshooting network from the setting and adding ports of firewall.

Nothing happened and I cant change region as the mode selection menu is in loading status.
