This is correct. Being immune to a ground effect means you effectively ignore it's existance entirely, thus you don't count as "on" it.The mod should not be worded as requiring being affected by chilled ground because as noted above, it does not require that you be affected - being unaffected by chilled ground allows you to get the bonus, which is the main point of "unaffected by" stats for ground effects.
