I suspect each jewel will grant 1 special keystone only. But the question is that, is there a special keystone with "stackble" bonuses? And if it there is one, does it really stack if we grab both?

Not talking specifically about the jewel here, but about the game in general - all keystones are boolean things - you have them and they apply their effect, or you don't and they don't. There is no case in PoE where getting the same keystone twice can do anything differently to getting it once.
