I suspect that it was a mistake that the Betrayal symbol was shown as an Atlas Objective. That'll be used after the league ends when we enable Jun on core. Until then, you find Immortal Syndicate activity in every area in Betrayal League so there's no need for specific Atlas Objectives ^{or Scarabs} for it.
