It's a good change. There were too many unoriginal or generic chaos dot/dot clusters on the tree. Changing one's effects while nerfing it's total damage is good for the game.

Yes, my understanding is that the idea was to provide more variety in which clusters are available on the tree and have fewer duplicates.
